Being close to the sea in Odesa means several very different things. Arkadia and Frantsuzkyi Boulevard are the resort side, high prices and a seasonal rhythm. Fontan offers quieter streets, neighbouring private houses and easy paths down to the beaches. The northern side towards Luzanivka is cheaper, and the coast there has a different character.
Flats with a sea view cost more than identical ones in the same building without it, and the view is what best protects the price at resale. Be precise about terms, though: a sea view and a front-line building are not the same thing, and neither is “by the sea” and “ten minutes’ walk to the steps”.

Consider seasonality if you intend to live there. Resort locations are noisy in summer, packed with cars and holidaymakers, and nearly empty in winter. For rental income that is an advantage; for daily life it is a matter of taste, best tested by visiting the address in July and again in February.
